Slovenia completes the implementation of IP User Repository


 

The Slovenian Intellectual Property Office (SIPO) is the first pilot office to complete the implementation of the European Cooperation Project ‘ECP3 IP User Repository (IPUR)’.

IPUR is a support tool developed in the framework of the EUIPO’s European Cooperation activities. It aims to help IP offices avoid duplication of records of personal data (Applicants and Representatives).

The tool uses Artificial Intelligence to identify potential personal records that might belong to the same entity, given some preliminary rules defined by the office. Based on these rules, the tool proposes these matches as clusters for the office to review.

The main outcome of the project is a clean database of users without duplicates or incomplete personal data. A cleaner database of IP users contributes to reducing errors in the e-filing process, experiencing less delays in the examination process and a better client interaction, and helps creating the client portfolio of IP rights.

SIPO is the first office to complete all project stages and achieve the handover of the tool developed by the EUIPO, following the requirements provided by SIPO as well as INPI Portugal and DKPTO.

From the initial 144,000 records analysed by the Slovenian office, 136,000 duplicates were identified which resulted in 21,000 clusters and 7,182 unique records.

SIPO and EUIPO met virtually on 10 June 2020 for the official closure of the project. They reviewed the objectives achieved and lessons learnt in this pilot implementation that was initiated in 2017.

The IPUR tool now is fully operational and can be implemented in other IP offices of the EU under the new European Cooperation Projects.
