Procurement procedures launched in the framework of EU-funded projects

In the framework of its strategy to engage in cooperation activities outside the EU, the EUIPO has become the Implementing Agency for various EU-funded projects in non-EU countries.

In the framework of  these projects, procurement procedures are carried out using the provisions of the II Part of the Financial Regulation (Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union) and its Rules of Applications (Commission Delegated Regulation (EU) No 1268/2012 of 29 October 2012 on the rules of application) and explained in DEVCO Practical Guide to Financial and Contractual Procedures (PRAG) available here.

The related publication website includes the following documents linked to calls for tenders:

  • all notices relevant to local calls for tender;
  • for international calls for tender:
    • Prior Information Notices;
    • Contract Notices;
    • clarifications (in the case of restricted procedures, during the first phase only);
    • corrigenda to these documents (in the case of restricted procedures, during the first phase only);
    • shortlists for restricted procedures.
  • contract award notices relevant to procurement procedures other than international, when the contract amount is above international thresholds.
 

For British candidates and tenderers
As of 1.2.2020, the UK is no longer an EU Member State. However, the rules of access to EU procurement procedures still applies to the UK during the transition period. Please be aware that after this period of transition, depending on the outcome of the negotiations , the rules of access to EU procurement procedures of economic operators established in third countries may apply to candidates or tenderers from the UK. In case such access is not provided by legal provisions in force, candidates or tenderers from the UK could be rejected from the procurement procedures.
