Management Board and Budget Committee meet virtually


 

The Management Board and Budget Committee meetings of the EUIPO took place online from 1 to 3 of June for the third time.

The EUIPO’s Management Board and Budget Committee are made up of representatives from the EU Member States, the European Commission and the European Parliament. Representatives from the Benelux Office for Intellectual Property, the European Patent Office, the World Intellectual Property Office, the Community Plant Variety Office and user associations act as observers during the non-confidential parts of the meetings.

During the 3-day meeting, the Management Board Members

  • elected the Deputy Chairperson of the Management Board;
  • agreed to propose to the Council a list of candidates for a post of Chairperson of a Board of Appeal of the Office;
  • agreed to propose to the Council the extension of the term of office of one of the Chairpersons of the Boards of Appeal;
  • decided to extend the term of office of two other Members of the Boards of Appeal.

During the Management Board and Budget Committee Joint Meeting, Members of the Management Board adopted the Office’s 2020 Consolidated Annual Activity Report. The Joint Meeting was informed of the Progress Report on the implementation of the Office’s activities and exchanged views on the EUIPN 10-year Anniversary Report, which will be published on the EUIPO website shortly.

In view of the challenges that small to medium-sized enterprises (SMEs) are experiencing, the Office reported on the implementation of the SME Fund 2021 created together with the European Commission, with the support of the central industrial property offices of the Member States and the Benelux Office for Intellectual Property.

Furthermore, Members discussed proposals for future initiatives for SMEs as from 2022. In this context, the Management Board approved the extension of the original Working Group of the ECP6 European cooperation project by creating three sub-working groups that will explore the possibility of including additional support activities.

Finally, the participants were briefed on the status of legislative initiatives proposed by the Commission and by the current and future Presidencies of the EU (Portugal and Slovenia, respectively).

The Budget Committee elected a Chairperson of the Budget Committee, whose term of office will be for 4 years, renewable once, commencing on 1 July 2021.The Budget Committee was also briefed on the budgetary impact of the implementation of the EUIPO’s Strategic Plan 2025 in terms of revenue and expenditure. Its members adopted the Amending Budget No 1/2021 which included a technical adjustment of the Establishment Plan.

The Budget Committee also granted discharge to the Executive Director of the Office for the implementation of the Budget for the financial year 2019. In addition, Delegates were updated on the state of play of the Office’s Treasury Management. After a report on the status of the Office Campus, they adopted the Office’s building policy for the 2021-2025 period and approved the conclusion of the contract to carry out the work under the campus development initiative.
